Mitch Gruber has strengthened Rochester's finances with improved bond ratings and balanced budgets, without tax increases. He efficiently managed ARPA funds to be certain that every dollar coming to Rochester was used wisely, which included the replacing of nearly 80% of the city's lead service lines.
